Utility Billing Rates

Water, sewer, street light, and garbage services are billed the second week of each month. If the payment is received after the due date (23rd of each month), a 10% late payment charge will be added to the bill.

Water Rates (effective 01/01/26):

Billed the month following use. Meters are read electronically by the City each month between the 5th and the 26th.

Residential Properties

  • $8.67 - Administrative Charge, per month

Residential Properties

  • $2.29 - Tier 1: up to 9,000 gallons, per 1,000 gallons
  • $2.90 Tier 2: 9,001 - 34,000 gallons, per 1,000 gallons
  • $3.67 Tier 4: over 34,000 gallons, per 1,000 gallons

Commercial/Industrial/Public/Apartments/Irrigation Meters

  • $8.67 - Administrative Charge, per month

Irrigation Meters

  • $3.67 - Per 1,000 gallons

Commercial/Industrial/Public/Apartments

  • $2.29 - Tier 1: up to 5,000 gallons, per 1,000 gallons
  • $2.90 - Tier 2: 5,001 gallons - 75,000 gallons, per 1,000 gallons
  • $3.67 - Tier 3: over 75,000 gallons, per 1,000 gallons
  • $111.85 - Excessive Usage Fee
  • 10% of current charges - Water Rates, late payment charge

  • $1.27 Water Test Fee, per month

Fire Hydrant Fees

  • $50.00 - Meter monthly rental fee
  • $9.56 - First 2,000 gallons water used
  • $5.79 - Additional 1,000 gallons water used, per 1,000 gallons

Sanitary Sewer Rates (effective 01/01/26):

Billed the month following use.

  • $9.45 - Sanitary sewer base rate for residential use, per month
  • $6.92 - Sanitary sewer usage charge for residential use (based on December-February water usage), per 1,000 gallons
  • $9.45 - Sanitary sewer base rate for Commercial/Industrial/Public/Water Metered Apartment Buildings use, per month
  • $6.92 - Sanitary sewer usage charge for Commercial/Industrial/Public/Water Metered Apartment Buildings, per 1,000 gallons
  • $38.40 - Sanitary sewer usage charge for non-metered residential per unit, per month
  • $44.02 - Sanitary sewer base rate for non-metered apartment buildings per unit, per month
  • 10% of current charges - Sanitary Sewer Rates, late payment charge

Refuse Rates (effective 01/01/26):

Billed the month following use. Minimum rate due and payable for sanitation service for each living unit per month.

Refuse

  • Large Cart (95 gallons) - $22.03, per month
  • Medium Cart (65 gallons) - $17.29, per month
  • Small Cart (35-gallons) - $12.54, per month

Cart sizes can vary by hauler and date of issue as the market trends change over time. 

Recycling Rates (effective 01/01/26):

Billed the month following use. Minimum rate due and payable for sanitation service for each living unit per month.

Recycling Containers

Recycling costs are covered under the refuse rate. You have the option of a small, medium, or large container. Recycling is collected every other week on the same day of the week as your weekly refuse collection.

  • $6.58 - All sizes, per month

Organics Recycling Containers (effective 01/01/26):

  •  $3.85 - Size varies by hauler, per month

Extra Pickup

Residents will need to notify haulers for any additional bags outside of container. Haulers will charge you accordingly for extra pickup.

Owners of Rental Property

The City of Champlin does not put utilities in the renter’s name. The owner of the home will need to contact the city if duplicate bills are requested to be sent to the property. Payment of utility bills is an arrangement between the renter and property owner. In situations where a renter moves out in the middle of a utility bill cycle, it is still between the renter and property owner to arrange payment of the utility bill.  Duplicate bills can be sent to “current occupant” if requested.  Please note, The City of Champlin will not update records with current tenant name.

Unpaid Utility Charges

Any unpaid utility charges 60 days or more past due at time of certification, are certified to Hennepin County for collection as part of the property tax.

Low-Income Residents Rate Reduction

Discount rates for eligible citizens are available for garbage and recycle charges. Contact the Utility Billing Department at 763-923-7135 for eligibility requirements.
