2023 Street and Utility Improvement Project No. 22301
The project consists of street and utility improvements to the neighborhoods east of TH 169, north of 109th Ave, south of 114th St, and west of Maryland Ave. These streets are part of the Westwood North Addition, Southland Acres Addition, Lunds Addition, Bartusch Addition, and Helmer Addition plats. A total of approximately 6.6 miles and were constructed between 1982 - 1985. Maryland Ave is a Municipal State Aid Roadway and was milled and overlaid in 2001.
The City of Champlin is working with Three River Park District to realign the multi-use trail on the east side of Elm Creek Park Reserve. In 2012, a land exchange agreement with Three Rivers swapped a parcel of land near the Elm Creek Crossing Bridge with a parcel near the city’s main campus and ice forum. Due to this land swap, the current alignment of the trail is on City property and needs to be relocated to Three Rivers Property. The relocation involves constructing a new trail about 100 feet to the west of the existing trail.
As a continuation of the Mississippi Crossings development project, City Council approved an expansion of the parking lot at D.C. Chandler Park. The work includes the construction of a parking lot with 112 additional spaces and installation of landscaping, irrigation, lighting, and trails. The contractor completed tree removal and grading in October 2023. They also removed the existing pavement and tennis courts. Due to cold temperatures and early snowfall, work at D.C. Chandler will pause for the 2023 season. Curb work and paving will take place in 2024 along with final topsoil, grade, and seed. Please note, the park and surrounding area will be closed this winter (including pedestrian traffic), barricades will remain in place.
